Cidofovir: Preparation of oral adhesive gel

Patient with herpetic stomatitis resistant to Aciclovir and foscavir. One wants to treat locally with cidofovir. An oral gel may be prepared, assuming the cidofovir vials for intravenous use (CIDOFOVIR INJ 5ml 75MG/ml, firma Heritage). One wishes a cidofovir 0.5% oral gel. Which basis is best used for this? I would try it with Orabase. This base was used in Kenacort mouth ointment. You can find the composition on the website; Enter Orabase in the search box. I think you can prepare with a bottle 75 g gel so 70 g Excipiens   Plus 5 ml solution. If you do not get the solution in the gel add a small amount of Arlacel C.   I hope that the aqueous solution will be included in the form of a W/O. But maybe it succeeds without Arlacel.
