Dermatologists prescribe minoxidil in a 4% concentration: How do we get this solved?

For the three solvents, commonly used for resolving minoxidil, the following sequence of minoxidil dissolving power: Propylene glycol (PG) > Ethanol > water; It should be mentioned that water solubility is practically nil. Therefore, the amount of PG must be increased mainly at the expense of the concentration of water.
I suggest following formulation per 100 ml: minoxidil 4 G (possibly also 5 g), PG 20 ml, ethanol 60 ml and water up to 100 ml;
the minoxidil should be finely rubbed because otherwise the dissolving is slow! I kept the amount of PG low for a good atomization; So not too sticky!
