Is eucerine going to break aqua with addition tween?

I have received the following formula from the dermatologist: Triamcinolone acetonide 0.1% Chloramphenicol 2% Tween 80 2.5% Tween 20 2.5% Eucerine Aqua AD 100% Now it seems to me illogical to add O/W emulsifiers to a W/O cream and I think the cream will go down. Or does the tween have a certain function in this formula

I can hardly predict the emulsion type of your finished product. Nevertheless I'm guessing on O/W.  

The question is "what does the Doctor want?"  

He wants an O/W and you do not get a nice result increase the amounts of the Tween to eg 3%  

If he wants a W/O then both tweens should be removed from the composition.
