How do I mix neomycin sulfate and LCD with Diprosone lotion? Neomycin sulfate 3.25 mg/g LCD 5% in Diprosone lotion

In the above preparation a precipitation arose due to the incompatibility of neomycin sulfate and NaCMC (present in Diprosone lotion). We have already made the preparation again with Klucel (see below), but again we got a precipitation despite the non-Ionogen character of the Viscosite booster.
R/Neomycin Sulfate 3.25 mg/g
LCD 5%
Betamethasone diprop. 19.2 mg
Klucel 0.3 g
propylene glycol 10g
Isopropanol 10g (= 13ml)
Water 10g

This is a very difficult preparation, which I believe will be difficult to prepare with all the components in solution.
As a reference, the Betamethasone dipropionate contains hydro-alcoholic solution in the TMF.
betamethasone dipropionate (BDP) 32mg
Hydroxypropylcellulose (HPC) 400 0.500 g
isopropyl alcohol 35ml
Purified water Q.S. ad 50g
But for tests indicate the insolubility of neomycin sulfate in the mixture of Solvents due to the high concentration of isopropanol.
the preparation of the prescription will therefore look like this:
  1. tarreer A small mortar from plastic with pestle;
  2. prepared 10 ml of the BDP concentrated solution described in the TMF;
  3. bring in the mortar 750 mg HPC 400; the amount of HPC was slightly increased.
  4. Rub the powder with 10 g propylene glycol and add 5 ml of the concentrated solution; mix and dilute with 8 ml isopropanol;
  5. weigh 1.5 g LCD in the mortar and homogenize; cover the mortar and let the whole swell;
  6. dissolve 100 mg of neomycin sulfate in 10 ml purified water;
  7. Add this solution to the contents of the mortar.
