How do we best prepare the next formula? Lidocaine HCl 0.1% benzocaine 0.6% phenol 1% Menthol 1% basic Lotion AD 250ml

As a basic lotion I would use the hydrophilic anionic emulsion TMF and this because of the incompatibility of Cetomacrogol with phenols. LidocaineHCl is not incompatible with cetostearyl sulfate. This is a great exception!!
