Is it possible to form a gel containing 25% magnesium sulfate and 1% lidocaine HCl?

These are the active ingredients of the French speciality: Osmogel. My CLI ë NT uses this gel at hair fingertips. I have already tried it with 6% HPMC but the gel doesn't swelled. Using Lidoca ï NE base in an ointment base did not give sufficient results in terms of absorption.
