Ointment base with Elocom lipophilic Creme seems incompatible

When adding the melted and cooled ointment base to the Elocom creme, these two are incompatible. Which and how much emulsifier should I add to get a nice creme/ointment? Or possibly another way to make the two compatible? Formula: Elocom lipophilic Cream 100g Lanette N 12g White was 12g Glycerol 10g Cetiol V 6g Water AD 300g

It is not easy to answer your question because we do not know the doctor's wishes. He probably beats the fact that Elocom is a W/O cream over the head. But his prescription is completely changing the nature of the preparation!  

Elocom Lipophilic Cream has the following composition    

Elocom 0.1% lipophilic Cream:   The active ingredient is mometasonfuroate 1 mg/g.-The other ingredients are: White petroleum jelly, white beeswax, phosphatidylcholine, Hexyleenglycol, titanium dioxide, aluminium octenylsuccinate starch, diluted Phosphoric acid, purified water

We have to do here with a W/O cream, which should be processed in an O/W cream. I would add to the composition an additional amount O/W emulsifier as after lauryl sulfate or even better after cetylstearyl sulfate. Presumably 1 gram is sufficient?  

Wants   The Doctor retains the W/O character otherwise it has to be proceeded.
