Answer
The approach to follow is already set out thine times on the question box. Among others in question ' precipitation in a salicylic acid solution for topical use '. Take a measuring cylinder of 200ml and measure the alcohol and propylene glycol. Dissolve: Minoxidil and salicylic acid. Dilute gradually with water and see if a cloudy form is formed. Continue as described in previously mentioned question until you have reached the 100ml mark. Finally add Elocom lotion.
