Problems with lotion with Clobetasol propionate.

Following preparation gives me problems:
R/Salicylic Acid 5%
Tween 80 5%
Clobetasol prop 0.05%
AQUA AD 100ml
How do I get a good lotion?

I refer to the TMF. The concentration of salicylic acid is quite high. The TMF uses 3%. 70ml isopropanol is used Per 100 ml. I think the addition of isopropanol is necessary both for dissolving clobetasol propionate and salicylic acid. I fear that with just Tween 80 the preparation of a solution is very difficult feasible.
