There are several products in this composition that affect the stability of the emulsion: Chlorhexidine digluconate with its light O/W emulsifying effect and the acids present.
I suggest to strengthen the W/O emulsifier not with Arlacel but with a fixed W/O emulsifier like cetyl or cetostearyl alcohol, of which I would add 5%. If this is insufficient, the quantity can still be increased.
