When we follow the preparation method of Clobetasolpropionate lotion as described in the book, the HPC clumping from the moment that water is added to the alcoholic solution. It is exactly as if there are sheets in the water. We have also tried to moisten the HPC first but this gives the same result.

I really have no explanation for that; I must confess that I have no experience with this formula. You may need to let the HPC swell in isopropanol over night, possibly in the refrigerator in a closed bottle. And only the next morning slow cold water attach. More I can not suggest.
