To start it is not ORO BASE but Ora Base. This excipient is a compound, which uses Squibb vor Kenacort mouth ointment. I am assuming that you have my Galenic formulary in your library. Among the pastes for oromucosal use you can find two formulas that you could use. When you read on this website you see that with the pasta buccalis Protectiva FN 6 are problems. Then maybe better the Unguentum hypromellosi FNA.

If you want to better approach the Ora Base, you can use the following composition:

gelatin in powder 16 g Pectin 16 g Carboxymethylcellulose 16 g Liquid Paraffin 10 g Petroleum jelly up to 100 g
