Answer

If I calculate the HLB Waaarde I come with sorbitansesquioleate and on the one hand PEG-40-stearate to 11.6 and on the other hand with Cetomacrogol 1000 to 11. This seems to be okay.
What stands out is the small amount of oil. We could increase the amount of internal phase, but this will certainly have an impact on the greasy aspect of the lotion. Therefore, I would suggest increasing the viscosity of the external phase. For this you would e.g. Can use methyl cellulose LV or MV. For LV maybe 1% and for MV 0.75%. Carbopol would be a nice alternative.
