I need to make following preparation: Salicylic acid prednisolone chloramphenicol Zn undecylinate AA 2 G alcohol 20 g propylene glycol 6 g water up to 100 ml

This is indeed a good choice. An inorganic swelling agent will be the best choice here. Aerosil is also usable here. A concentration of 2% is a good starting point. Due to the presence of 20% alcohol, a viscosity reduction may occur.
